Created in October 1988, The Observatory of Technology for Education in Europe (OTE) is a non-profit organization devoted to the promotion of New Technology for Education and Training on a European basis. Its members come from all countries in Europe and are experts in the field of Information and Communication Technology for Education and Training. OTE seeks to understand better the impact of Educational Technology on European markets and its potential effects for the modernisation of existing Education and Training systems.
OTE operates as a consulting group and designs training for trainers and multimedia designers. In the last five years, OTE has participated, as partner or as general manager, in eight different projects in European Community Programmes including DELTA, SPRINT, IMPACT and MED-CAMPUS. In the current DELTA phase (1992-1994), OTE is general manager of TRIBUNE (information dissemination and awareness activities), partner in BEACON (market observatory) and partner in FARMERS (distance training for farmers in France, Portugal and Italy). OTE is involved in two projects (BABY and EUROPA QUEST) producing interactive multimedia packages in cooperation with publishers and distributors within the IMPACT programme of ECC. Apart from the involvement in European projects, OTE has developed a set of analysis and concepts to improve the understanding of implementation conditions for the Learning Technology Market.
