NITOL is based on co-operation between academic institutions to assist people seeking higher education. It is part of a national programme applying new technology, electronic networks and professional specialities of each institution. Learning materials are put on a local and wide area network, available to resident and distant students. Communication software, allowing for transfer of formatted files including graphics, models, videos etc., are central in the project. Pedagogical theories and tools for developing course material based on hyper-structures and knowledge based systems are being created along with the project. The electronic learning environment is a realistic goal within sight.
