Implementation issue #2: balkanization

• Acceptability might be initially low in the school system:

  • Internet democracy is over with XML
  • XML is constraining and difficult to learn (beyond user level)
  • Political and culture clashes will be likely

• We may see a balkanization process

  • Efficiency vs. cultural archetypes
  • Global needs vs. local needs

• favor flexible & customizable solutions !

• train local experts & and encourage experiments

• Make your voice(s) heard in intl. Organizations
