2.3 NON-UNIVERSITY HIGHER EDUCATION

In non-university higher education the dominant - if not exclusive model - is that of the traditional class. Extremely little formal educational use is made of information and communication technologies. One notable exception is the development of a postgraduate distance learning module in telecommunications in the framework of FPIT-NDIT[9] under the impetus of the EIF (Ecole d'Ingnieurs de Fribourg). It should be noted that considerable informal use is made of Internet (essentially e-mail and World-Wide Web) in most of these institutions. This is however not generally recognised by teaching staff as being a constituent part of the learning experience.

The current reform of a part of non-university higher education in the fields of technology and management, bringing together a number of existing establishments and transforming them into state-recognised "Higher Specialised Schools" (Fachhochschulen), might remedy some of the problems due to the restrictive canton-based nature of such higher education but no direct plans have been made for the introduction of new learning technologies or distance learning.
